FAQ – Everything You Need to Know About Ventilation Inspections in Condos
How often is it recommended to inspect a condo's ventilation system?
We recommend a thorough inspection once a year, ideally in the spring or fall. This complies with the requirements of Bill 16 for centralized systems. If you have an individual HRV in your unit, an annual inspection helps detect problems before they affect your health or cause damage.
If you’re buying a condo, have it inspected before finalizing the purchase. It’s just like a building inspection—it protects you from costly surprises. If you’ve recently done renovations or have had problems with moisture or mold, a follow-up inspection is recommended after six months.
What exactly does Bill 16 cover with regard to condominium associations?
Bill 16 requires condominium associations to maintain a detailed record of all maintenance work performed on common areas, including centralized ventilation systems. The record must document inspections, repairs, and component replacements, along with the dates and names of the contractors.
Unions must also plan and budget for preventive maintenance. This means not just reacting when something breaks, but anticipating needs and planning maintenance work. The RBQ may request to see this record during an inspection and impose fines if the documentation is incomplete or if maintenance has been neglected.
For co-owners, this means that your homeowners’ association now has a legal obligation to maintain the ventilation systems. If you believe that maintenance is being neglected, you can request to see the maintenance log and demand that the board take action.
What are the signs of a ventilation failure?
There are several signs that can alert you to this problem. Excessive condensation on your windows in the winter is a classic indicator. A little condensation in the morning is normal. But if your windows are completely soaked and water is running down the frames, your ventilation system isn’t removing enough moisture.
Persistent odors that keep coming back, even after cleaning. A musty or stale smell, or cooking odors coming from other units. If you can smell what your neighbors are cooking or if their cooking smells drift into your home, there’s likely a problem with the air pressure or the vents.
Health symptoms that improve when you leave your condo. Headaches, nasal congestion, eye irritation, fatigue—if these symptoms subside when you go to work or on vacation, it’s a strong indication that the air quality in your home is a problem.
Unusual noises in your ventilation system. Whistling, squeaking, or excessive vibrations. These may indicate worn-out components, blocked dampers, or an unbalanced system.
Do new condos need to be inspected?
Absolutely. New condos often have the worst ventilation problems because the systems are rarely balanced properly after construction. The contractor installs the equipment according to the plans, but no one checks to see if the airflow rates are adequate in each unit.
We inspected condos less than six months old where CO2 levels exceeded 1,400 ppm because the HRV was set to the minimum setting to save energy during the warranty period. In other units, the ducts were partially blocked by construction debris that no one had bothered to clean up.
New building materials also release more VOCs during the first few years. Paint, adhesives, flooring, cabinets—all of these emit volatile organic compounds. Adequate ventilation is even more important in a new condo to remove these pollutants.
If you're buying a new-construction condo, have it inspected within the first three months. If any problems are found, you're still under warranty, and the builder must fix them at no cost to you. Wait two years, and you'll have to pay out of pocket.
What grants are available for upgrading VRCs?
The Rénoclimat program offers grants ranging from 1,000 $ to 3,000 $ for the installation of a new HRV or the replacement of an outdated system. The exact amount depends on the energy efficiency of the new system. An ENERGY STAR HRV with a heat recovery rate of 75 % or higher qualifies for the maximum grant.
Hydro-Québec also offers rebates for home improvements that reduce energy consumption. These rebates can be combined with Rénoclimat grants, which can cover 40 % to 50 % of your project’s total cost.
Some condominium associations may be eligible for programs for multi-unit buildings. These programs sometimes offer even more generous grants for large-scale projects involving multiple units.
The key to obtaining these grants is to follow the process correctly. First, have your condo assessed by a Rénoclimat-certified advisor. Have the work done by qualified contractors. How can a thermographic inspection detect duct leaks?
Infrared thermography detects temperature differences. Air leaks in ducts create abnormally hot or cold areas that are clearly visible on the thermal image.
If a ventilation duct is leaking warm air in the winter, the area around the leak will feel warmer than the rest of the wall or ceiling. If a duct is leaking air conditioning in the summer, the area will feel cooler. These temperature anomalies reveal the exact location of the leaks.
A thermographic audit also detects insulation defects around ducts. Inadequate or misplaced insulation creates thermal bridges that are visible to an infrared camera. This often explains why some rooms are harder to heat or cool than others.

My union refuses to have the centralized system inspected. What can I do?
If you are a co-owner and believe that the centralized ventilation system is causing problems, you have options. First, attend the general meetings and raise the issue. Ask to see the maintenance log required by Bill 16. If the homeowners’ association cannot provide adequate documentation, that’s already a red flag.
You can propose a motion at the general meeting to have a professional inspection conducted. If other co-owners share your concerns, you’ll have a better chance of getting the motion passed.
If the homeowners’ association still refuses to take action and you have evidence of problems (health symptoms, mold, persistent odors), you can file a complaint with the RBQ. The RBQ may order an inspection and impose fines if the homeowners’ association is in violation.
As a last resort, you can consult a lawyer who specializes in condominium law. If the homeowners’ association fails to meet its obligations and this causes damage or affects your health, you may have legal recourse.
Can I do the ventilation work myself to save money?
Some simple tasks, yes. Changing the filters in your HRV, cleaning the heat exchanger, and clearing the vents—you can do those yourself by following the manufacturer’s instructions.
But for work that involves the system itself—installing or replacing HRVs, modifying ductwork, rebalancing the system, or performing electrical work—you must hire a qualified contractor. It’s not just a matter of expertise; it’s also required to comply with building codes and to maintain your warranty.
If you want to receive Rénoclimat grants, the work must be performed by a certified contractor. Doing the work yourself automatically disqualifies you from financial assistance. When a grant covers 30 % to 50 % of the costs, it’s really not worth the risk of losing it.
For condominiums, be sure to check your declaration as well. Many homeowners’ associations require that all work affecting common areas be performed by professionals who are approved and registered with the association. Making unauthorized modifications could cause problems with your insurance or when you resell your unit.
